2013 Regional Transmission Expansion Plan Report

Book 1: RTEP In Review

Book 1 provides an executive summary of 2013 RTEP deactivation, baseline, scenario and market efficiency study results and upgrade solutions. Book 1 also discusses FERC Order No. 1000 compliance, the two RTEP Process windows conducted to date, as well as other process enhancements that will continue in 2014.

Book 2: Scope & Input Assumptions

Book 2 focuses on the input parameters and study methodologies underlying PJM’s 2013 RTEP process cycle including Baseline and Market Efficiency Studies discussed in Book 3 and the Scenario and Interregional Studies in Book 4. Book 2 also describes the NERC planning criteria by which PJM conducts its studies and summarizes the changes underway to comply with FERC approval of new NERC Planning Standard TPL-001-4.

Book 3: Baseline & Market Efficiency Results

Book 3 summarizes those studies and two other important facets of regional planning in 2013: specific studies performed to analyze reliability impacts caused by generation deactivation requests and specific reliability, market efficiency and constructability studies to examine projects submitted as part of the two RTEP proposal windows in 2013.

Book 4: Scenario & Interregional Study Results

Book 4 examines PJM 2013 internal scenario studies as well as coordinated planning with adjoining systems (and beyond). Both sets of studies provide additional, valuable long-term expansion planning insights beyond those obtained from conventional baseline analyses.

Book 5: PJM RTEP State Summaries

Book 5 offers a state-by-state review of input parameters including load and generation (renewable and nonrenewable), major RTEP upgrades and summaries of the regulatory and public policy landscape now underlying PJM’s regional transmission expansion planning process.
