The combined outage of line L1315 and line L5105 can result in the loss of supply to the two 138/69 kV transformers. Glenarm-Windy Edge 110512 Early Binding/Control | BC | Due to the extreme volatility of the constraint and the slow response of Steam generation in BGE/PEPCO, the following steps should be taken, especially if we are going into a load pick-up period: 1.)Study switching the 110512 and 110511 115kV CBs at Five Forks or 110512 115kV CB at Windy Edge West and the 110511 115kV CB at Windy Edge East. If BC approves this switching this should be implemented prior to going off cost. Note that this switching aggravates loading on Conastone-Northwest 2322 230kV for which better Generation D-Fax is available for off cost operations. 2.) If the above switching is unavailable, bridge the Glenarm-Windy Edge 110512 constraint to SCED and set the binding % to 90%. - This will help get the BGE/PEPCO steam moving up, while not raising the over Mid Atl generation that is a hurt. 3.) Enter the HYDRO schedules in SCED. - Hydro has a major impact on this constraint. SCED treats Hydro as fixed gen if no schedule is entered. - Consider taking impacting Hydro generation off regulation as needed. 4.) If by entering the constraint in SCED early there is concern about managing transfers, also bridge a Transfer Interface to SCED early. 5.) If a manual dispatch is needed to move the BC/PEPCO generation for this constraint, ensure that once the constraint is under control, action is taken to end the manual dispatch, and resume control using SCED to properly set price for the units. |
