This issue concerns:
Due to the increase in Energy Resources, PJM is concerned about the need to declare emergency procedures and issue verbal dispatch instructions to reduce output from Energy Resources to resolve transmission constraints.
Resources that do not have Capacity Interconnection Rights (CIR) up to their Maximum Facility Output (MFO) may not submit an economic minimum that exceeds the level of their CIR.
This change would only apply to real-time market (not day-ahead).
