This issue concerns development of a process to receive and consider alternate transmission proposals for possible designation to an entity other than the local incumbent transmission owning PJM member company to build and own such baseline RTEP upgrades. The resulting RTEP process will allow PJM to consider and prioritize alternate transmission project proposals among competing projects.
