There are currently no rules which allow the direct participation of advanced energy storage resources in RPM. Rules should be developed to allow this participation. The rules should address the following: requirements for interconnected energy storage resources to qualify as an RPM resource, procedures for energy storage resources to participate in RPM auctions, procedures for measuring energy storage resource performance, and requirements for offering planned energy storage resources in RPM auctions. To the extent possible, the final rules should be consistent across all classes of energy storage and limited energy resources in PJM.
