Unlike PJM Open Access Transmission Tariff (Tariff), Attachment O (Form of Interconnection Service Agreement), PJM Tariff, Attachment P (Form of ICSA) contains no pro-forma language accounting for circumstances when an ICSA supersedes an already-effective ICSA. Additionally, PJM Tariff, Attachment P, Appendix 2, section 14.1.1 provides that ICSAs termination automatically upon the last of four conditions occurring, and the occurrence of such conditions can be administratively burdensome for PJM to track, particularly in light of the systematic increase in queue volume.
