Merchant Transmission Facilities
Neptune
The Neptune Line is a 660 MW high-voltage Merchant Transmission Facility that was granted Firm and Non-Firm Transmission Withdrawal Rights under PJM queue number G07_MTX1.
The Neptune Line has 685 MW of Firm Transmission Withdrawal Rights and 105 MW of Non-Firm Transmission Withdrawal Rights.
Primary Rights Holders
Pursuant to OATT Schedule 14 Section 2.1, the Neptune Transmission Owner has allocated rights to:
Long Island Power Authority – 660 MW effective until July 1, 2027
Losses
Line losses across the Neptune Line are 2.4% (reference section 9 of the Neptune Regional Practices).
Default Release Date
Pursuant to OATT Schedule 14 Section 3.7.3, the Neptune Transmission Owner has requested a default release rate of $10/MWh.
Linden VFT
The Linden Variable Frequency Transformer (VFT) is a Merchant Transmission Facility consisting of three 105 MW VFTs (315 MW total bidirectional capability) that was granted Firm and Non-Firm Transmission Injection and Withdrawal Rights under PJM queue numbers U2-077 & W1-001. Effective Dec. 31, 2017, all Firm Transmission Withdrawal Rights were converted to Non-Firm Transmission Withdrawal Rights per FERC Docket ER18-608-000.
The Linden VFT Facility has 330 MW of Non-Firm Transmission Withdrawal Rights and 315 MW of Non-Firm Transmission Injection Rights.
Primary Rights Holders
Pursuant to OATT Schedule 16 Section 2.1 and OATT Schedule 16A Section 2.1, the Linden VFT Transmission Owner has allocated rights to:
PSEG Energy Resources & Trade LLC – 315 MW effective until June 1, 2023
RWE Clean Energy Wholesale Services, Inc. – 140 MW effective June 1, 2023 until June 1, 2028
Direct Energy Business Marketing, LLC - 175 MW effective June 1, 2023 until June 1, 2028
Losses
Line losses across the Linden VFT Facility are 2.5% (reference section 8 of the Linden VFT Regional Practices).
Default Release Rate
Pursuant to OATT Schedule 16 Section 3.7.3 and OATT Schedule 16A 3.7.3, the Linden VFT Transmission Owner has requested a default release rate of $6/MWh.
Hudson Line
The Hudson Line is a 660 MW high-voltage Merchant Transmission Facility that was granted Firm and Non-Firm Transmission Withdrawal Rights under PJM queue numbers O66 and V1-034. Effective December 15, 2017, all Firm Transmission Withdrawal Rights were converted to Non-Firm Transmission Withdrawal Rights per FERC Docket EL17-84-000.
The Hudson Line has 673 MW of Non-Firm Transmission Withdrawal Rights.
Primary Rights Holders
Pursuant to OATT Schedule 17 Section 2.1, the Hudson Transmission Owner has allocated rights to:
- New York Power Authority – 575 MW effective until June 3, 2033
- RWE Clean Energy Wholesale Services, Inc. – 85 MW effective until June 3, 2025
Losses
Line losses across the Hudson Line are 1.9% (reference section 7 of the Hudson Regional Practices).
Default Release Date
Pursuant to OATT Schedule 17 Section 3.7.3, the Hudson Transmission Owner has requested a default release rate of $10/MWh.
