This project serves to wreck/rebuild segment one of 230kV line 2054, demarcation point between Charlottesville Substation to Profitt D.P. using double-circuit capable 230 kV poles. The line will be rebuilt with 3-phase 2-768 ACSS Maumee Type 13 bundled conductor and two (2) DNO-11410 shield wire. Switches and line lead at Charlottesville substation will be upgraded to 4000A. Upgrading line #2054, causes an overload on lines #233 and #291 under Summer Generator Deliverability study for the loss of line #553. This overload can happen by adding some new loads in Louisa area as well. By wrecking and rebuilding lines #233 and #291 using (2) 768.2 ACSS/TW (20/7) “MAUMEE” conductor with 3948A ampacity, 1573MVA, and upgrading the ratings of substation equipment at Charlottesville, Crozet, Barracks Rd, Hydraulic Rd and Dooms, the overload is mitigated. |

This proposal has been designed to 1) bring the significant generation interconnected at or near PECO’s Peach Bottom substation through the BGE territory 2) direct the power flow around BGE’S territory toward High Ridge substation in the west and Riverside substation in the east to aid in sending power towards the new load areas and 3) provide reactive support in PEPCO with a new STATCOM at Brighton amongst other upgrades and 4) enhance the existing FirstEnergy, PEPCO and Dominion seam through a collaboratively developed Joint Proposal. In particular, the Joint Solution between PEPCO, Dominion, and FirstEnergy rebuilds the Doubs to Goose Creek corridor to allow for an additional 500kV line from Doubs to Goose Creek and an additional 230kV circuit from Dickerson Station H to Ed’s Ferry. Exelon MidAtlantic has developed West Cooper Max, including the Joint Solution, to not only compliment Dominion’s and FirstEnergy’s proposals (PJM proposal ids 2022-W3-129 & 2022-W3-129, but the Exelon MidAtlantic, Dominion, and FirstEnergy proposals together are designed to address all the PJM identified flow-gate violations in the three collective zones. Notwithstanding the collaboration, the West Cooper Max proposal maximizes the use of Exelon MidAtlantic’s existing transmission right-of-way such that of the 120+ miles of new or rebuilt transmission facilities envisioned for proposal, there is less than 2 miles of new ROW needed. Essentially, 98.3% of the new or rebuilt transmission facilities within this proposal is within existing ROW. This new ROW, primarily in the PECO zone is adjacent to existing Exelon owned transmission lines and substations near Cooper and Peach Bottom. Separately, this option does come with one alternative approach for establishing three (3) 500kV paths from Peach Bottom area toward BGE footprint. |

Tie-line Impact Info: The proposal topology connects equipment owned by more than one Transmission Owner, in this case APS, BGE, MetEd, PenElec, PECO, PEPCO, and PPL (all PJM members). This proposal is a comprehensive solution to add new 500 kV Transmission Lines from North Anna substation to Wishing Star Substation (North Anna-Spotsylvania-VintHill-Wishing Star). The proposal will include the following components: - 1. Building a new single circuit 500 kV line parallel to existing line #573 from North Anna Substation to Spotsylvania Substation.
- 2. Wrecking and rebuilding both the 5-2 towers in the Morrisville-Loudoun-Brambleton corridor and free up space for adding one new single-500kV monopole within the same corridor. The new over-head 500kV lines will be from Spotsylvania to VintHill, and VintHill to Wishing Star in the existing ROW with current 500 kV Standards.
- 3. Uprating Line #535 from structure 389 (First Energy Demarcation Point) to the point joining Morrisville-Loudoun corridor to current 500 kV Standards.
